The official guidance says the policy operates at all open exit-entry ports for nationals of all countries. Travelers need valid international travel documents and a confirmed onward international flight, ship, or train ticket. Leaving the port's restricted area requires a temporary entry permit.

240-hour transit

57 countries and designated ports and areas

The dated official guidance lists 57 eligible countries, 65 designated ports across 24 province-level regions, and a stay of no more than 10 days within permitted areas. It requires an ordinary passport and a confirmed onward ticket to a third country or region.
